My project didn't pass moderation review

My project entitled 'I need a logo designed for a UV Medical Device Company' has been rejected twice because 'Freelancers might not understand my requirements'

How on earth can I make it any simpler?? Any idea how I get this post approved. There doesn't seem to be any way to actually to talk to anybody at PPH.
