My offers keep on getting rejected? Everytime!

I don't understand I am following all all the correct way to upload offers, and they keep on getting rejects. I keep on trying to get in contact with PPH but theres no simple email for enquires etc? I don't understand what I am doing wrong!

I thought this would be really quick and simple to set up and get going but its not.
