two time approved my account and suddenly rejected my account

I'm Rashid, I've applied to create an account as a freelancer  first two email receive your account approved and suddenly send me mail your application are rejected .This is very first time I'm applying here but you mentioned that this is my "third application". Could you please suggest me where I have to edit to get approval
