selling activity on PeoplePerHour is permanently suspended.

Hi, I'm Tanaka. 

I have worked to many clients and have many positive feedbacks! I also do refund as we're always committed. I just made a refund of 25 pounds 2 days ago. I got this mail today about "selling activity on PeoplePerHour is permanently suspended " because of my refund rate is 42.3%. 

I have two questions: 

I've two on-going works: one is about 105 USD and another is about 100 pounds, If I deliver the works and get 5 start feedbacks, will my account be activated again for selling? 

I work so hard and I only have one account and this account has many 5 star ratings. How can I get the account back?
