Amount is low pop-up - what is it based on?

When I am typing my quote, sometimes the amount is low pop-up comes up. It gives a value that can be charged based on proposals from other freelancers. I am curious if this is an average value ie there are some quotes lower and some higher than your quote. OR it is lower than the lowest?
What formula is used to generate this message?
