Same jobs?

Does anyone else feel same jobs are being posted again & again (at least twice) over the time? Sometimes with a different buyer name but the same job. If you do feel this happening, any reasons why this may be happening, andfor quite some time now? I have a fair idea of my own but need to see other views too.
