Buyer refuses to pay

I'm a freelancer and recently completed a job for a buyer. He was happy with the completed work I sent, then disappeared. I've been trying to contact him for almost 2 weeks now and he is suddenly not responding at all. Only about half of what is owed me is in the escrow account. At this point the invoice has been sent twice and still nothing. Is there a way to report someone like this?
