Rejection 3rd time

Hi, My application gets rejected 3rd time. pls advise how can I fix this issue and I feel 70 to 80% new applicants have to face the same issue of application rejection. Why this happens in this portal and if you have enough freelancer for some categories then it will be simply popup when a new application clicks those categories which were already full.

This matter should be taken care off urgently.
