Your application has been rejected

Hello there I have changed my profile several times but whenever I change something it always shows this message I attached a screenshot below . Please Help me out and I don't get what's wrong with my profile please tell me what to change I couldn't send any proposal yet. First it show that my profile has been approved then show rejected what is the problem.
