Charged 41.7% of income in PPH Service Fees on first job as freelancer

Hi, 

 

I was charged 41.7% in PPH Service Fees on a £6.00 job. The highest percentage of PPH Service Fees anywhere that I have seen is 20%. Is there a reason for this that I am not aware of?
