Problem regarding Awarded Tag

I have sent a proposal for the above mentioned job and now the job details shows the Awarded Tag in the Job.

Is that means the job has been offered to someone else??

If so why doesn't it informed to us even though we tick the option called "Notify me if the project is awarded to someone else"???????

Please correct me if I am wrong since I'm new to PPH.
