Application rejection 3rd time

Dear Sir,

I submitted my profile only once. After some I got a mail that it's been not accepted as you are currently experiencing  a very high number of freelancer applications. 

I submitted only once then why it's showing its rejected 3 times. 

Can I resubmit my application again?

Request, Plz help
