Auto release funds and project not completed, what's going on

Just been informed by email that the system auto released the funds and yet my chap has not completed the project, shouldn't I get a notification requesting an extension or at least approve the release of the funds.

Now what? The guy gets paid and I'm left with a non-complete job?
