I would like to complain about a freelancer who did not provide me with decent service/ did not submit the services as required and start ignoring me 

 

how can I do this?

  This is not the you stay your customer, everyone is here to find or earn some extra income.
  It's your services that you must approved Application of the members, you have a platform just to put their effort for getting the projects and take your commission.
