Money still in escrow after dispute

The freelancer delivered very poor quality work in under 2 hours of accepting the project. The work provided did not meet the specifications.

This then went on to a PPH dispute. From the total £70 we each got £20 and £30 is left in the escrow. I have now raised a refund request and have to wait a further 3 days for the outcome of this.

Why was this not sorted during the dispute process?
