My freelancer is not responding

Hi,

My freelancer has not responded to my message. 

He has not accepted the NDA request, so I cannot even ask for a refund, as this option is blocked. The last time he was active in April 2020.

Could you tell me what to do, as my project needs to be done as soon as possible? I'd like to hire somebody else, but the NDA for this freelancer has to be cancelled and I need to get a refund first.
