Cancel my withdrawal request

I want to cancel my withdrawal request of 40$ to my paypal account because my paypal identity verification is not complete so I don't receive any money before verify that. I contact paypal assistant they say that "since, the payment I made was before the completion of identity verification, the payment I received will be in unclaimed status and it will return to the sender in 30 days. Sender can also cancel the payment before 30 days and it will immediately be send back to them."
Once the payment is cancelled I can send withdrawal request again . This time I can receive the funds in my paypal account as identity verification is completed to receive payments.
I hope you understand my problem
I sent a request once before this to PPH help but the assistant say "please contact with paypal assistant about this" as I tell I have already done it.
