When will the freelancers requests be open?

I have sent an application as a freelancer around 6 to 7 months ago. At that time, they said that we are not accepting freelancer's applications anymore because due to Covid, there is a lot of rush so we'll proceed a few months later but still after a long time, my request is not accepted for freelancer application. 

Can you please tell me the reason for not accepting applications? Please guide about it.
