Withdraw funds to PayPal or Bank?

Hi

I never know whether it's best to withdraw funds to my PayPal account or my bank?

The PayPal fee is 1.99$ plus their conversion rates, and my bank is 2.99% plus their converstion rates.

But are bank rates usually healthier than PayPal exchange rates?!

Any advive much appreciated.
