Withdrawal Problem

I cannot receive payments to my Payoneer account from which I previously paid. Requests authentication. PPH does not have a problem getting its commission, but when I was trying to withdraw my money to my account, I suddenly ran into such an absurd problem. Please help, what is the cause of the problem and how will I solve it.
