Proposal was not published and cannot modify

Hi, I sent my proposal but received message from PPH that  it was unpublished. I checked PPH policy and I think it is correct and not against them. Anyway, I am trying to modify the proposal, but it won't let me ( I clicked on the 'edit' icon on the right panel, and on the 'setting' icon but nothing happens).

Can someone help me please?
