How to change my account type from buyer to freelancer?

I want to change my account type from Buyer to Freelancer. When I open my PPH account then I select both so that I can't create an Offer. I submit my documents and all are approved by PPH Admin. At present, I want to create Officer for Freelancing.

I try several times to solve this problem (Create an Offer) due to the Pandemic cause of the PPH admin staff. 

Please solve my problem and give me an opportunity to work as a Freelancer and Create an Offer.

  I think registration as a Freelancer on PPH is still close.
  So that's why you cannot change the account type.
