How do I know if the person I'm talking to is legitimate?

I approached a shopify developer based in Russia who wanted FULL access to my website in order to effect the changes I wanted in my theme (website's visual template). I said I would not be able to grant him access to my customers, my order, my inventory, my gifts, my discounts, however everything else including my settings and themes he would have access to. He said he could not make the amendments I wanted without full access to my website. How do I know what he is asking is correct? It does not feel right, and generally if it doesn't feel right you should walk away. Am I correct? or being too cautious?
