I have scammed by a freelancer

we are a new customer in this platform and until now was disappointed for the first time by the procedure, for the payment for a service.
We have placed an order, where we had an agreement with the freelancer, where the imply paid automatically, although we did not want this in advance.
The payment was not made by us, but automatically by your system. The payment was made by a "member of our Customer Support team will soon deposit the funds in (Name of Freelancer) PPH Account." although we did not want it.
We have put our time and thought into this and would not want to make this payment to the freelancer as he has repeatedly offered us false service that does not correspond to the truth.
We have deposited clear specifications, which he has not complied with. You are welcome to follow the communication in the chat, so you have an insight to this conversation.
We have currently tested several portals, and are so far satisfied with their services, however, this situation shows that we are not treated fairly with some situation.
Please clarify the situation for us so that we can recover our rightful money. We are also ready to make PPH Customer Services Dispute resolution, to solve the situation

we are already in a very close contact and work on behalf of Online Marketing Agentur TIM Company (https://timcompany.de/) from Berlin.We have already compared very many platforms and are very dissatisfied with the support and the offer of the concession.
Freelancers can't just take advantage of my services without getting an equal and agreed offer.
We will be reimbursed only when the freelancer has credit on his account, but this should not be a fair offer.
After all, we pay fees for the orders
