How do I raise dispute as a freelancer?

Greetings,

Been working on a project for 5 days and then extra revisions for the client for 3 more days. Client asks me to raise an invoice and says that she will pay me once she receive the final files. I provide the files and she disappears. Is this how it is going to be? Every time? it was my first project here and I have literally lost faith in freelancing. Can someone please tell me how do I contact someone who can at least help me get me something out of the escrow investment? I believe I wont be getting the full payment?
