I posted a new project and it was "denied" within minutes - why?

Hi,

I posted a new project hoping a freelancer could take it on and it's been marked as "denied" by PPH. It's a basic web project and a message telling me it didn't meet the required standards was displayed. Please tell me what's wrong with my project post so that I can amend it.
