My Application rejected..how can i re-submit the application again?

My Application rejected..how can I re-submit the application again? and I can't find the place of " Submit Request " to get help from the customer support team..even I can't find why I'm rejected.

  Hello Team...
  I have applied many times got rejection 3rd Time, Now I have completed my profile and received email , in which mentioned we accepted your application .But I am unable to send proposals .(shows you can't send proposal......verify your application )
  Payments section show we do not require any documents from you at this time........
  Help.
