I wish to cancel as the seller is not capable

I wish to cancel my project as the seller didn't read the brief correctly, offered up some unsatisfactory work and has since tried to fix the issue.  I don't have any faith in this agency to complete and I don't have the extra time to work with someone that can't or won't ready the brief and understand English.   As they did present a couple of designs, can I still cancel and not pay the seller?
