Why aren't you able to post reviews for Freelancers who do not complete projects and are insufficient?

Greetings, Please advise why my refund was rejected with out any investigation.... I had hired this individual and nearly 2 1/2 weeks went by and he did nothing but wasted time, and even stated that he put in 20 hours within this time span. Nothing was accomplished and I have photos of food sitting on my site which was not my request. In addition to this he up loaded 4 photos of the photography that I wanted to sell on my site with products. As a so called professional, there was a total of 326 messages sent back and forth as this individual acted as though he had no idea what he was doing, inclusive to moving my "Blog" work from my "Wix" account. I could definitely go on with this catastrophe of this individual who refers to himself as a "Independent" freelancer. I truly believe the profile and reviews are fake as any one can provide them from other IP addresses, or perhaps he is only sufficient in small simplified task... In regards to PeoplePeHour, when or how did you come to the decision that my refund would be rejected without notifying me in regards to this matter, this is also very unprofessional and will definitely deter people from using your services. In closing, I expected someone to contact me regarding this incident that left my site in shambles, inclusive to dishing out additional funding to purchase of products that this individual claimed I needed. This "Freelancer was a poor choice, profile and choice of words did not match work ethics V. Long~
