Paid for a project without it being delivered AT ALL

TEN months ago, I posted a tender for PPH and chose someone AND PAID who has still not delivered and now wont answer my messages for 6 weeks.

I cant seem to find where to apply for these funds to come back, could anyone help?

Feeling totally let down and annoyed.

  Paying any invoice means funds are not in escrow is that what you are talking about if this is so why you released the funds without the work being deeivered

   

  If the funds are in escrow and you just have been charged from your CC you can ask for a refund

  Thanks for the reply.
  He said he had to have the money released to pay for items to cover the project.
  Does this mean I don’t have any comeback?
  First time using PPH and clearly totally naive.

  Did you release the full payment without receiving the work?  What have you been doing for the ten months? Are there still any funds within Escrow?

  You could raise a dispute, but you'd have to explain why you've left it ten months, and frankly if you paid the full amount without leaving anything in Escrow, there's not a lot PPH can do.

  Best you can do is open a live chat ticket with them tomorrow morning and get advice from their Customer Support, straight from the horse's mouth.

  I think you are a bit late there is nothing much PPH can do now. Open a ticket if teh freelancer is active there might be a chance but things are in the favour of freelancer because in Prima facie it looks like freelancer has done the job and
