Accepted my application but declined my application for the third time

Hello, I recently made an account on your website & struggling to make an application & it has been rejected for a third time. I don't know what to do to change it or to make it so it won't be rejected again. I am currently on a project with someone who is using peopleperhour to pay the people who are doing the project.
