Proposal is pending

Hello

I have sent 2 proposals and it says "Proposal is Pending "

Why is that so? Did my proposal not reach the buyer? Will I be notified when the buyer receives my proposal?

Kindly guide me through, one of my bids is going to end in 48 hours and the proposal is still pending.
