rejection due to multiple trial of account number

My query is about the application submitted.  I made an account the first time and applied for 13 dollars free but after 3 time entry of bank details, my application was rejected. I want to ask how to submit an application again and after how many days I can do it again.  Kindly help me so that I can start working on People Per Hour. Thanks.
