per hour rate and price of client's offer

This is my 1st time here, I am 51 years old and it seems that I might be doing something wrong here.

I am confused with the client's offer and my rate.

If I send my proposal to a client:

1) should my proposal be the same with the client's fix price

2) should i stick to my price per hour?

I'm sorry, I am really trying my best to have a client like my proposal, and I even already attached a sample of what I can do, still no luck.

I would appreciate it if these things will be made clear to me.
