Query over fees.....

Hi all, I am trying to work out my commission deducted and if it is right.... as I read at  Terms and Conditions - People Per Hour (PPH) - PeoplePerHour.com 

If I charge £100 for a job, I earn/can withdraw £76, which is the £100 less Service fee commission of 20% (when you sell under £250 with a seller which I normally do) plus VAT on this of £4.

Can you tell me what the buyer would pay to buy my £100 job - is there a fee added to the buyer? Looking at that link it seems they would pay 60p + 10% so would they physically have to pay PPH £110.60?
