Getting Spam

I received an "invitation to send a proposal" as a direct contact that was evidently not about work for me but are asking me to look at their offerings - they are trying to sell their services. This is pure spam and I am too busy to deal with spam.

The same "buyer" had a load of outstanding projects all titled the same. Why does PPH allow this to happen?
