Paid a freelancer to build a website and he deleted after the payment was released from escrow

Hello

I have been scammed by a freelancer called Evgeniy D.

He agreed to build me a website and we discussed doing the payment in milestones. After paying over £2000, over a few milestones, he claims his paypal account was closed and as a result, he deleted my work so I have been left with nothing.

I have paid him on time and his account on paypal being closed has nothing to do with me so why he would do this to me is obsurd. I really have no idea how to contact peopleperhour regarding this and I don't know what to do. I have all message evidence on peopleperhour and skype.

What should I do?
