Losing service charge when getting refunded

Basically if the freelancer let you done and did not complete the job, you can get a refund which will exclude the service charge you paid to peopleperhour! This is very annoying as if I am to find another person to do the job I will have to pay another 20% service charge.... it means that the only winner here is the website not the users :(
