Proposals show pending

Hi,

Currently in my account I see 5 pending proposals. 

Whenever I send a proposal or bid, I find they are "pending". I wish to understand what exactly this means, whether my proposals get delivered to the clients, and if there is something that I or PPH can do to fix it (if it's a problem).
