The hell happening with high value/opportunity ?

Whats going on there ? why now the yellow badge is everywhere even with very low budget projects ? also i dont understand why this feature even exist ? the only acceptable way (at least for me) to have this is if the project cost maybe 2k and above, not 200 and bellow !

Please reconsider this, i understand not all time the system is correct, but we all time have to spend 3 credits for it.
