Cancelling a Proposal

How do you cancel a proposal?   I am not insured to do the work requested and I am not able to carry it out.   I have accepted a proposal from the buyer and he has paid an escrow amount.   How do I get it back to him.  PPH don't make it very easy do they?

I want to cancel job 2297295.   Thanks
