Very poor performance from freelancer

Hi, I have accepted an offer from one of the freelancer, unfortunately it seems that the freelancer hasn't delivered most of the requirements I had expressed in my original specifications.

The only change made was a change of wordpress template and a reorganisation of the menu.This was only one of the requirements, but we are still very far from what I had specified in my add and the freelancer is not responding anymore to my messages on Skype or on this website

To me, the work that was done is very minimal and clearly not up to my expectations, how can I get my money back ?
