UNABLE TO RAISE INVOICE

HI, i am a new freelancer to this site. I have delivered the project to my client, but i am unable to raise invoice. I have submitted the necessary documents to PPH for payment details. It shows me 7 days to approve my withdrawal account. All i need is to send two invoice to my clients. Kindly allow to me send invoice for the finished work alone. I am ready to wait for the process. i afraid that, what if the client doesn't reply after 1 week. Kindly help me resolve this as early as possible.
