Can I transfer the funds in escrow to other freelancer?

The freelancer is on holiday for two weeks and can't do the job in time so I'd like to offer this to someone else.  Can it be transferred or do I have to request a refund and set another payment for another project?

  Hello Niki, 

  Yes, you should have to request a refund and then add the funds back under the other freelancer escrow. The new freelancer will have to proceed and raise a Proposal, for you to accept first.
