Cannot withdraw funds or verify account

I am unable to verify my account because I do not pay utility bills, my father pays them. Emailed customer support as well. I have a Payoneer Account linked here for withdrawal, but if I try to withdraw funds a window pops up and says that there are no withdrawal accounts and I need to create one.

I have clients waiting and funds in my account that I cannot reach.
