To know what is Deposit request has to be at least $90 (30% of the proposal amount)

I am new to Peopperhour. when i started to submit proposal the PPH has stop to send proposal by giving the report as "Description is mandatory For your protection, for this size of project the deposit request has to be at least $90 (30% of the proposal amount)"

  Due to this i want to clear that whether i can submit the proposal without the deposit in escrow that is free. as in Upwork the proposal can be submitted on free.....
