A client is asking if we can chat on Skype to discuss the details of his project. Should I accept that or report the user?

Based on PPH rules, a freelancer should always keep all discussions on the PPH website (Workstream) for your protection and security. This is especially the case before any proposal has been accepted. Also, making any deals outside of PPH could be a violation that can lead to suspension. It's really not worth losing your account.
Most of the people asking to chat on Skype are newly registered accounts with zero reviews. Very sketchy. Before you report user, tell the user that you do not have any other chat accounts and that you prefer messaging only on PPH. A legit business or professional will find no problem with this. However, a person with different intentions will probably not contact you again. At that point, you can report them.
