Revised Payment Rate instead of fixed fee

Entered a new project with a "guess-imate" of the project cost.   

Freelancer came back with an hourly rate that we find is acceptable.   Do I cancel the Proposal so they can re-submit it with the Hourly Rate?

Or do I accept the original proposal?    What if after completion it's less than the original proposal?
