Cannot Raise an Invoice

I have completed a job for a project. The buyer had messaged me (via the WorkStream) after viewing my proposal and sent me the relevant information I needed to complete the job. I then completed the job, and sent the files exactly as proposed. After reminding the buy to review the product, and having the buyer reply with "hi, thanks, i will get back to to you tomorrow", they hadn't replied in several days. I sent a follow up message stating 'I am just following up on the project. Is everything as ordered? Are there any issues? I hope all is well.".
It has now been one whole week since my last enquiry and I have tried to "Raise Invoice" through the WorkStream, application. When trying to raise invoice, a message appears saying "there must be an accepted proposal in the stream to do this action".
Can someone aid me with this? This is my first experience with PoeplePerHour and it has been frustrating so far.
