  Hello Megan,

  When you are awarding a Project to a Freelancer, you have the option to either close the Project from receiving more Proposals, or allow for more to be submitted.

  If the Project is already awarded, and you have opt to receive more proposals, then you may stop them at any point, from the page My Buyer Activity.

  Right next to each of your Projects there is a big button, with an arrow at its right side; this is a drop-down menu that hosts various options for your Projects. You may select the option STOP PROPOSALS.
